The Town of Happy Valley-Goose Bay is advising residents that a contract was awarded to JCL Inc. in September 2020 for Local Road Improvements, including the extension of Kelland Drive to Corte Real Road and the reconstruction of the remaining sections Kelland Drive that require upgrades. The Town is pleased to advise residents that this vital project is underway and will see significant activity over the coming weeks.

Over the past summer, many streets underwent resurfacing under the Local Roads Project.

Street Resurfacing Locations included the below:

 

 

Corte Real Road:

  • From the intersection of Blake Crescent & Corte Real Road to the intersection of Kelland Drive & Corte Real Road (new road construction & new asphalt)
  • From the intersection of Saunders Street & Corte Real Road to the intersection of Hamilton River Road & Corte Real Road (resurfacing and installing asphalt sidewalk).

 

Hefler Street:

  • From the intersection of Hefler Street & Palliser Crescent to the corner Hefler Street & Johnny Hill Drive (some reconstruction and asphalt resurfacing, plus Installation of new raised concrete sidewalk, and includes guardrail replacement.

 

Churchill Street:

  • From the intersection of Churchill Street & Hamilton River Road to the intersection of Churchill Street & Broomfield Street (resurfacing plus install of raised concrete sidewalk).

 

Cabot Crescent:

  • From the intersection of Cabot Crescent & Grenfell Street to the intersection of Cabot Crescent & Grand Street.

 

Haven Street:

  • New asphalt over the existing gravel road.

 

Strathcona Street:

  • From the intersection of Strathcona Street & Hamilton River Road to the intersection of Strathcona Street & Grenfell Street.

 

Brook Crescent:

  • From the intersection of Brook Crescent & Park Drive to the intersection of Brook Crescent & Lake Crescent.

 

Tupper Drive:

  • Complete resurfacing.

 

Dalton Lane:

  • New asphalt over the existing gravel road.

 

The Town’s 2019 Municipal Budget allocated funds to cover the Town’s 1/3 portion of the estimated $4.0 million projects, which would see the complete rebuild and re-paving and extension of Kelland Drive from Hamilton River Road Intersection to Corte Real Road (except for the 1 km section completed in 2017).

$2 million was spent upgrading and paving the Kelland Drive section from Hamilton River Road to Tooktoshina Drive. A further $2 million allowed the extension of Kelland Drive from Hefler West Intersection to Corte Real Road. $2 million was allocated to re-pave various streets in Town and includes the rebuilding and paving of a section of the unpaved section of Corte Real Road. This will connect Corte Real Road with Kelland Drive.

To summarize, 2021 saw more than $6 million spent on Town roads.

The Kelland Drive Reconstruction & Extension and Local Roads Project brings Kelland Drive up to a Provincial Standard and will be a much-needed Arterial Road for all residents of Happy Valley-Goose Bay while providing an alternate evacuation route.
