Are you looking to present to Council as a Delegation or sit in the Public Gallery?
Meetings of Council are regularly scheduled for 5:00 PM on the fourth Tuesday of each month.
Effective March 14, 2022, the gallery of Council Chambers will be open to the public that may wish to attend Regular Meetings of Council (as well as Special Meetings of Council).
Policy A0018 “PUBLIC COUNCIL MEETING DELEGATIONS” outlines the process involved, please see below:
In accordance with creating a friendly and approachable environment for delegate(s) to meet with the Council, it is recommended that the Public of Happy Valley-Goose Bay:
1. Notify the Town Manager or his designate of their intention at least 30 minutes before the meeting providing their name and contact information, and make it known of the issue that
they wish to convey so that the Town Manager may present it to the attention of the Mayor/Council members before the Council meeting begins. The Mayor and Council have the
right to limit and discreet the number of delegate(s) presentations before each Council meeting.
2. At the time of the notification the delegate is given ten (10) minutes maximum to discuss their concerns or issues. After the presentation, the Mayor and members of Council may ask questions or make comments on the information presented.
3. In consideration for the length of Council meetings, delegates(s) may wish to bring forth their issues/concerns in a written request that includes the subject of the presentation, name, and
contact information for either the Mayor/Council member or Town Manager to respond by a letter.
The 13th Council encourages the public to meet with the Mayor/Council members to bring their concerns/issues; while at the same time we ask that you be respectful when presenting your
issues or concerns in a friendly tone and environment to converse on any of the Town’s topics of discussion or concerns.

Delegations attending meetings of Council should also be aware that all meetings of the Council
