Independent Investigation Complete

On Wednesday, October 21, 2020, the 12th Council of Happy Valley-Goose Bay appointed the law firm, Stewart McKelvey, to engage an independent investigator to examine the circumstances related to the 51-second video clip initially released to Social Media on Friday, October 16, 2020, by a Member of the Provincial Legislature.
Sheilagh Murphy, Q.C., was engaged to conduct the independent investigation. The Town of Happy Valley-Goose Bay is advising the public of the investigation results.
The investigation concluded that there was no evidence from witnesses or from the ten-minute body camera video recording of the entire interaction to support an allegation that the enforcement officer breached any workplace policy or procedure or otherwise acted outside the scope of his authority as a community constable in the Town of Happy Valley-Goose Bay during the arrest on October 16, 2020.
His Worship Mayor Andersen and all of Council are in agreement that with the results of the independent investigation, the Municipal Enforcement Officer will return to regular duties with immediate effect.
